is within chkuser_settings.h. You must recompile.

:allow,QMAILQUEUE="/var/qmail/bin/simscan" 
63.245.25.60:allow,SENDER_NOCHECK="",QMAILQUEUE="/var/qmail/bin/simscan"

is within your tcp.smtp.

About uncommenting "#define CHKUSER_ALWAYS_ON" in chkuser_setting.h, 
you must have clear (in old installation) if you have chkuser enabled 
for all or not.
