Comment:

 Yes, this is by design.

 Varnish has been designed so that restarts should rarely if ever be
 necessary in the first place, for instance you can change VCL program on
 the fly.

 We plan to add persistent storage to Varnish i version 2.1, but presently
 we do not have it.
