Two comments:

(1) Have you tried this in a non-RFNoC environment with a recent 
non-RFnOC FPGA and host-side UHD?

(2) Calibration is only about I/Q balance and DC offset correction.    
It is entirely normal for RF receivers to produce slightly different
   apparent received power for the same input power level--sometimes as 
much as 2dB or so.   For calibrated laboratory instruments,
   such as spectrum-analysers, and measurement receivers, extensive 
calibration tables are downloaded into tables in the device, and
   said devices must be re-calibrated against precision sources on a 
regular basis, as parts change characteristics--this is usually done
   at the factory.
