The discuss-gnuradio mailing list is much closer to what you need than here.

But your question isn't even really gnuradio specific.  You're asking 
"how do I get my desktop environment to recognize that it should use GRC 
when I double-click on a .grc file".  You'll have to investigate how 
your particular environment does that.
