You're kidding right?  1500 * 12 == 18000.  I don't know any developers
in the United States making less than $18,000 a year (besides,
apparently, you).  I think the average salary for a programmer just out
of school is something like $25-$30,000 a year.  Someone with no degree
might earn less than that, but certainly not less than $18,000 a year I
don't think...
