note that this is also exactly how OOo works for Sun: they have it multiply 
licensed so that they can legally create an enhanced  closed version which 
they sell to generate a revenue stream. others do similarly...

since we're combatting confusing laguage,  we may not want to use the term 
"royalty". the Webster's definitions of "royalty" that apply here are:

 7. A share of the product or profit (as of a mine, forest,
      etc.), reserved by the owner for permitting another to use
      the property.

 8. Hence (Com.), a duty paid by a manufacturer to the owner
      of a patent or a copyright at a certain rate for each
      article manufactured; or, a percentage paid to the owner
      of an article by one who hires the use of it.

so a software royalty would mean paying N dollars per software package you 
distribute. Qt/Embedded, for instance, has a royalty system that TrollTech 
works out with the hardware manufacturers that use it.

But Qt itself does not have a royalty, it has a licensing system (per 
developer). MySQL also has a licensing system (per server), not a royalty 
system. Star Office has a licensing system (per seat), not a royalty system.
