It can be done, but it is more difficult using a standard distribution
as a base: you're better off starting with something like busybox.
Early in the boot, mount /var/ and /tmp as tmpfs + other tweaks.
If you have no syslog (or remote syslog via tcp or udp) and just one or
two deamons to run, you can get away with just a /chroot mounted tmpfs
(and copy the required files in there).
If your daemons don't write anything (rare - but some network daemons
are like that) then you can have a fully read-only filesystem.
