AFAIK, a PIO driver is provided with the uCLinux for NIOS.

Alternatively you can do a driver that MMaps the PIO in userspace
see:
http://www.nioswiki.com/Accessing_hardware_registers_from_user_space_programs
or use "uio" to access the PIO from a user space program
or do a nasty user space hack with the no-MMU-NIOS Architecture to
access the PIO .
