It is (sorry, should have mentioned this before):
 
CSAR1 (CSAR1 ): FFFF
CSMR1 (CSMR1 ): 00000001
CSCR1 (CSCR1 ): 0000
 
Did probing the PCI registers work out of the box for you - do you remember
if you had any problems? 

I'm coming to the conclusion that I've got a set of faulty boards.
