I had the same problem after a fresh installation of 16.04 over the 14.04
partition.
I tried every "trick" I could find.
It got magically fixed after replacing my wireless keyboard-mouse comb to a
new one (both ware Logitech, both ware wireless).
Apparently, it had something to do with the USB receiver....
If yours is a *wired* mouse, try replacing it. If it's also a wireless
combo, you could try replacing the receiver first.
I can relate to how annoying that is...
