The process for applying for team membership is documented over here:
https://wiki.ubuntu.com/UbuntuDevelopers - developers that have
demonstrated great work and have worked with a lot of other people on
the team usually don't have a hard time getting approved.

https://wiki.ubuntu.com/MOTU/GettingStarted which will tell you where to
look at for learning the ropes, finding tasks to work on and who to talk
to.
