Hi Sanford,

If your goal is to get this packaged in Ubuntu, then the recommended
route to doing that currently is by getting it packaged in Debian. And
for that, there's the debian-legal list[1] that might help you get
Debian's opinion on the legal question involved here.

But, as always, different people (and therefore different projects) can
often come to a different opinion when it comes to edge cases. The only
thing that can say for certain is a court, and that's only if a rights
owner takes exception to what you're doing and even then the outcome
might differ depending on jurisdiction. So you could go with what
debian-legal says for Debian inclusion, but have you considered just
asking AMD for clarification and/or permission?

Ultimately what matters is whether a given project considers it
acceptable for inclusion, of course. If Debian agrees, then the default
position in Ubuntu is to follow that decision and include it.
