bugs that do not meet SRU criteria.

As for "when", it depends on whether the fix meets the SRU criteria at
all (documented above), how the bug is prioritised
(https://wiki.ubuntu.com/Bugs/Importance) and who is available to work
on it. You're also welcome (and encouraged!) to drive the process
yourself, and if you need help with this then people on the list will be
pleased to help you.
