this apply to XP but I found the same key in Win2K

HKLM\Software\Microsoft\Windows NT\CurrentVersion\Windows\

USERProcessHandleQuota = 18000 (default 10000)
and also
USERPostMessageLimit (REG_DWORD) should increase message queue
