Subject: Tux2.1 on 2.4.5ac4 still needs world-readable files?

the README says
4)  The file is world-readable (*)
where the asterik
means that is configurable;
I couldn't find out how since I do not like the idea that everything is
world-readable ;
I simply want to set
DAEMON_UID=apache and DAEMON_GID=apache,
done in /etc/sysconfig/tux
but
ls -l /proc/sys/net/tux/
shows me nothing appropriate.
Tux is still running as nobody.
How about /etc/sysctl.conf?

   thanks

btw: i have a factor of 3 in speed compared with apache 1.3.20
