I guess this can happen because you try to reach
 http://jakarta.apache.org/turbine/dtd/database_3_1.dtd
but you're offline. You  may check this by going online.
If you update your ${project}-schema.xml with :

<!DOCTYPE database SYSTEM
"http://jakarta.apache.org/turbine/dtd/database.dtd">

Torque may use it's embeded DTD, and you can go offline again.
Please correct me if 'm wrong.
