Trac will not use the [announcer] section. The [notification] section 
will still be used with the same options as before.
There are some plans to add a [notification-subscriber] section.

Yes, these are supported in AnnouncerPlugin.

There's no admin panel besides the user preferences. You have to use the 
configuration settings, or a generic config admin plugin.

I never used the WatchlistPlugin. From the screenshots it looks like it 
has a special UI tab to manage the list of watched pages and tickets. 
AnnouncerPlugin#Watches does something similar but without the special UI.
