what is the current status of the AnnouncerPlugin?

It has been said it was unstable:

Then I encountered some issues:

http://trac-hacks.org/ticket/12186

In general the idea behind AnnouncerPlugin is very important. Especially 
looking at the feature of creating powerful announcement rules (see the 
screenshot). Curiously this most important feature is not even described 
with a screenshot on the homepage.

Currently for new tickets and changes I get 2 notification mails, I guess 
this is triggered by the AnnouncerPlugin and the general notifier used 
simultaneously (see my complete .ini in the mentioned tickets.
So regarding this plugin is not maintained I think about removing it for 
now, limiting to the poor default notifications of 1.0.3.
What do you think?
