The resolution is usually tied to the closed state. I think you probably
mean that you would like the ticket to be in the Submitted state on
creation, rather than the New state. That is supported in Trac 1.1.3 (1),
but you should only run a development if you are very comfortable
administering Trac. In the meantime, TicketCreationStatusPlugin (2) may
help you.
