You can get past this by downloading just the ez_setup.py file, rather
than using the external definition.  That's what I did and was able to
build the accountmanagerplugin.
  http://peak.telecommunity.com/dist/ez_setup.py
Just put this in 
  .../accountmanagerplugin/trunk
