I noticed from tortoisesvn.net that 1.8.11 has been out since March 31st, \
even though my local client still reports that 1.8.10 is the latest version. \
Reviewing the source, it appears the current version is fetched from this location: \
http://tortoisesvn.googlecode.com/svn/trunk/version.txt
This file currently reads:
1.8.10.26129
A new version of TortoiseSVN is available. Please go to http://tortoisesvn.net to \
get it. http://tortoisesvn.net
