I've noticed that since updating to TSVN 1.5, after committing files
their timestamps are being updated, thus forcing a rebuild. This
definitely didn't happen on TSVN 1.4.

Is this a bug, or some configuration setting I need to tweak?

I'm currently using 1.5.0.13316 but I see nothing about this in the
changelog for the latest version.
