Seciton 5.18.1 of the TortoiseSVN "manaul" gives a good description.
Briefly, the grey check mark really just means that the file is "Read
Only". In an environement where locking is being used, it serves to
remind you that you need to get a lock before modifying that file.
Once you get the lock, then the check mark will turn green.
