Do you have a subfolder under D:/Electronics Files/Repositories/ called 
"Obsolete"? If yes, that won't work. All repositories must be directly 
under D:/Electronics Files/Repositories/.

Try removing the RedirectMatch - AFAIK Subversion doesn't like 
redirections at all.
