Try setting svnserve's root to C:\Reporoot\Repositories.

If svnserve receives a request for URL
svn://path/to/root/Repositories/RepoA/trunk it cannot easily
distinguish between /trunk in RepoA and /Repositories/RepoA/trunk in
root.
