No. You can backup the running subversion repository database to a 
backup one, make your svndumpfilter operation on the backed-up version 
while the original repository is available, and afterwards merge the 
changes from the running repository to the dumpfiltered one, maybe using 
the output files of the incremental backup as a post-commit-hook script. 
Changing between the original and the dumped repository is only a matter 
of seconds (to make a consistent change).
