Yes, that is something I would like to have as well.

For example, I use Dev-C++ and its project file (*.dev) contains a
list of all files in the project and the latest build number. I only
want to commit the file when I add/remove files to the project; not
whenever the build number changes.

It would be my responsibility to keep track of relevant changes I want
to commit (and yes, that means if I forget, the repo might not contain
a working set of files).

Preferably these files are listed -- unselected -- in the commit
dialog, so a double-click brings up TMerge to see what changes were
made. I can then decide to include the file in the commit or not.
