I am using v. 1.8.1 and had a similar situation (according to the changelog  
it was fixed, but I guess only in this very specific case).

I marked a file as "restore after commit" and made some changes to it. I  
then remembered that I had another small change I wanted to make for this  
commit. I went and changed the file, but since it had not been changed  
before i was not in the commit dialog list. I pressed F5 in the commit  
dialog to refresh the modified file list, and sure enough, the newly  
modified file now appeared, but the file that I had marked as "restore  
after commit" had lost it's restore :(

To reproduce:
1-6: As above in original bug report
7: press F5 in commit dialog
