Not directly, needs an additional mechanism / shortcut / tradeoff.

Nothing. For HSv3 there's a youtube, pdf, and threads in
various places covering some more possible solutions,
but it needs developed, perhaps jointly with I2P since
they're also >128 bit (GarliCat).
