This provides no anonymity at all if you don't know about browser
tracking technologies (cookies, flash cookies and a million other
things). And this knowledge isn't very popular.
Using Tor Browser with a wifi hotspot IP could offer some degree of
anonymity. But no one is advocating use of Tor Browser to fight browser
tracking technologies [when not using defaults with Tor].
