You will find that most software vendors view "per seat" in this manner.

But wait...it gets better.  If these 40 users are accessing
the farm from 50 different machines [because they hop around],
you'd need to buy 50 licenses.  At least, that's my understanding
of MS' "per seat" designation.  Of course, this also applies
if you only have 30 machines.
