Essentially adding an artificial dither or quantizer-based noise. It
looks alot like grain noise in film and hides alot of the DCTs
quantization artifacts. You can see it in the low-intensity areas on
most DVDs for instance. The matrix test clip has it.
No, there's no 'grain' option in libTheora at the moment.
