Summary: Decodes and print Full IP Header.

Initial Comment:

   Extracts IP header from tcpdump and decodes it.
Then  prints each part of the IP header in a nice
format understable by all. its also decodes even a 
single bit of header if it has significnce  eg. DF bit. it 
shows seperately.

    It also shows packet count on the top of display.
if the packet happens to be other than IP then it 
simply prints message and show the dump provided 
by tcpdump with switch  ' x '

    This is available with switch ' H '
