<P>At the most recent TCCC Meeting held in GLOBECOM in Taipei, I initiated a \
discussion on TCCC mailing list. I did this because Jim Kurose from UMass felt \
strongly that the mailing list should be opened to all postings from all societies \
(minus spams of course). </P> <P>Some members I consulted, however, felt that \
postings should be moderated so that spams and excessive postings from a specific \
society (other than IEEE) can be avoided. </P> <P>I am pleased that Prof. DaSilva \
from VT has established a facility for you all to express opinions and exchanges (see \
below). I would recommend this "exchange" to occur over a 2 week period as from \
today. Thereafter, if there are still inconsistent views from our members, I would \
then call for a vote. </P> <P>With this "exchange" mechanism, email explosion would \
not occur on our TCCC mailing list and also ONLY those interested to discuss \
about this issue need to sign up and receive those exchanges.</P> <P>If you are \
interested and if you have any problems with the "exchange" setup, please consult \
