That's looks like a broken DocBook installation. Normally you should have all 
DTDs on your system and the docbook tools should find them automatically. If 
for some reason it cannot find a DTD, the docbook tools will try to download 
them from the OASIS server. That seems to fail as well. So either you did not  
have a working network connection at this time or it's another problem with 
your DocBook setup.

You should try to see if other users of your distribution are having similar 
problems with other DocBook documents.
