perl-Net-DNS is available for RHEL4.  At least, it's listed when I log 
into RHN.  (According to the release notes for RHEL 4, it was both added 
to and removed from RHEL 4.  How odd.)

The others have been embedded into the regular perl package.

To see for yourself:
Download perl-5.8.5-12.1.i386.rpm (RHEL 4's version of perl) from RHN.
Run "rpm -qpl perl-5.8.5-12.1.i386.rpm | less" to see what files are 
included.  Confirm that CPAN.pm, DB_File.pm, and CGI.pm are listed.
OR
Run "rpm -qp --obsoletes perl-5.8.5-12.1.i386.rpm" to see what packages 
are now included in perl that used to be separate.
