Sure, but users who can't update the userspace are left with a broken setup.
They either have to wait for the distribution to fix it, or compile and install a package themselves.

The kernel has a policy of not breaking existing userspace apps, such regressions are
frowned upon. IMHO, this merits a revert of the the kernel commit that introduced this breakage.
