It seems that line 2549 of compose.c is responsible for this (correct
me if I'm wrong). Hiroyuki, if I do this:

   menu_set_sensitive(ifactory, "/View/Cc", TRUE);   /* was FALSE */

will that enable the menu option without causing any problems
elsewhere?
