I don't set CVSROOT, ever but I rely on just the behavior you have
described.  In my example, I do not have a CVS directory in
Sylpheed's parent directory, nor have I set the CVSROOT environment
variable.  All this makes my cvs (
	Concurrent Versions System (CVS) 1.11.17 (client/server)
) look at the "sylpheed-current/CVS" place for its control
parameters.  Were I to have set the ${CVSROOT} environment variable,
I suspect that would have prevented this from "just working".

Yeah, you're right, the finer points of CVS usage don't belong here
but since the OP was having CVS-related troubles...  anyway, I have
now lost interest in this topic, too.
