Depends on the country you're living in. Here in France is free.fr. This
offers a free RTC connection, webmail (IMP), POP3, SMTP, IMAP, news and
a free 100Mo website (Would you ask for more ?).
You only pay if you want ADSL access (my case). I believe this kind of
ISP could be found in every country.
I say it's limited to one country, because registration needs a mail
(paper not electronic), but maybe they'd accept people from other
countries...
