I have additional other piece of information:  I went looking through
the source for the error message, and found it in 'imap.c'.  There are
four places in the code where the error might be generated, but by
making the four error messages slightly different, I determined that the
place in the code that is in fact issuing the error is:

	if (iconv(cd, (ICONV_CONST gchar **)&norm_utf7_p, &norm_utf7_len,
		  &to_p, &to_len) == -1) {
		g_warning(_("iconv cannot convert UTF-7 to %s\n"),
			  conv_get_current_charset_str());
		g_string_free(norm_utf7, TRUE);
		g_free(to_str);
		return g_strdup(mutf7_str);
	}

which starts at line 2939 ouf the source file.
