It's a 44p model 270.

It freezes during boot.
It doesn't even get to the lilo prompt.

With SuSe 7.1 we could boot the installation on CD 3 but we can't do
that with SuSe 7.3.

Can you be more specific? 
What RS/6000? Where does it freeze?

Since the CD is bootable there is no real need for floppies on chrp
based machines.
However, the kernel gets bigger and bigger each day. Newer kernel.rpms
will create a special floppy-install kernel. You can find it here:
ftp.suse.com/pub/suse/ppc/kernel/BETA/deflt/

Use zImage.floppy-install.chrp and ramdisk.floppy-install.gz.
