After stumbling around a bit I believe I see my mistake. The record function
of runInstall does not put the passwords into the response file. 

After adding the passwords to the response file, the silent install worked
as expected. The following note is taken from the enterprise template
response file:

# NOTE: In order to perform the silent install successfully, you
#       must specify the same password in both variables:
#       - s_superAdminSamePasswd
#       - s_superAdminSamePasswdAgain
