Name given to contract: Interactive Performance and Assessment (PANDA) 
reporting tool.
Description of contract:
Ofsted will require the design, hosting, production and support of an 
interactive reporting tool for the analysis of schools performance at 
various key stages.
The PANDA is an individualized report on a school which places the 
school's own data in the context of the national picture and makes a 
number of comparisons using benchmarking systems. Ofsted are looking to 
extend this report, increase the range of data analysis components, 
develop and enhance on the existing report from a static PDF file to a 
fully interactive tool.
The interactive Performance and Assessment reporting tool will need to be 
accessible to in the region of 22 000 schools nationally. Ideally this 
will be via the Internet.
Implementation, service and support services are likely to include the 
following.
Design and development of a system which produces a report that is unique 
to each school. The report should allow analysis by pupil characteristics 
and schools of a similar context.
Production of outputs drawing on all or parts of the analyses specified, 
to existing Ofsted standards.
Hosting of a secure web site/medium from which the Interactive PANDA can 
be accessed. If web-based then administration of a password protected 
web-site facility. Web site must be accessible from Ofsted's corporate 
web site.
Comprehensive Support and help desk (see paragraph 5) facilities for 
Ofsted, Schools and Inspectors. On-line and help-line.
Total quantity or extent: It is essential that this work is delivered to 
timescale. The first release service must be ready and fully operational, 
including testing, and acceptance by Ofsted, for 27 October 2003. There 
will be testing of a pilot system to commence in June 2003. There will be 
some periods of intensive development as it is likely that the final 
dataset to populate the tool will not be received until late September 
2003. The service must include any ongoing maintenance and development 
necessary to meet the service levels specified for two full academic 
years following the point at which the system is live and fully 
implemented. The extent of the contract will form part of the 
negotiations. This period may be extended by mutual agreement between 
ofsted and the successful tenderer.
