The regs seem to be different for each area (which is odd). But some kind of 
"city and guild" basic level or HSS Hire (www.hss.co.uk) do a PAT testing 
course, and also hire PAT testers.

If you contact your authoritys building works/electrical  they should be able 
to advise you.
