Not sure what you want. Please give more information

about your setup. For example do you connect to the Internet

through another PC or are you trying to use a Modem on the

Linux PC? 

What Lan settings do you make in IE?

Did you mean you cannot access the Web yet?

In Netscape  Edit/Preferences lets you select Mail and News Servers,

Fonts, Cache, Proxy etc. 

How you set up the Lan is a different problem and is done in 

various ways which depend on the Linux distribution you are using.
