The answer turned out to be to add:
(define-specifier-tag 'mule-fonts)
to the user's ~/.xemacs/init.el . Attempting to to do M-x x-symbol-grid
now results in a segfault but xsymbol seems to kind of work in day to
day use.

The problem is apparently due to a break in the backwards compatibility
of xemacs. As of 21.x the mule-fonts tag is no longer used internally
( http://thread.gmane.org/gmane.emacs.xemacs.beta/20171/focus=20172 ) .
Further, the x-symbol package is unmaintained thus this problem may
become worse in the future (
http://thread.gmane.org/gmane.emacs.xemacs.beta/22891/focus=22900 ).
This issue also tends to surface in relation to proofgeneral/isabelle
when used with xemacs.
