Yes you can. I thought this to start with but then discovered how to
do it. In the Setting menu  Configure KPackage, press the "Location
of Packages" button against the RPM package type and enter the
location of the directory(s) containing your RPM files. This will
then allow you to view relative package versions etc and select which
packages to install/upgrade.
