And I hope that you're not serious. If you don't want it, don't upgrade. SuSE 
will keep you happy with upgrades from their ftp servers.

But do you think that new customers will be content having to upgrade their 
newly bought SuSE Linux from an ftp site?

No, the current flow of 2-3 releases per year is perfect. If you have a 
release you're happy with, stay with it. Upgrade at your own rate, maybe one 
time per year, if you like.
