I don't know about the specific issue. But I do know that Plasma/KScreen saw a 
lot of improvements to dual monitor setups since the oooold Plasma 5.8.x of 
Leap 42.3 (latest upstream Plasma is 5.11.x).

So maybe you should consider if risking and upgrade to newer Plasma is worth 
it for you.
